Civil Science managed the Phase I – Feasibility Study analyzing improvements at this existing I-94 and ND-22 interchange.  This included the preparation of a traffic operations study that provided extensive evaluation and analysis of 10 separate improvement alternatives.  Civil Science staff then integrated traffic analyses into a design evaluation of the alternatives to assess impacts and costs.  We developed key evaluation criteria such as cost, right-of-way impacts, operational improvements, and compliance with purpose and need to effectively analyze and compare the characteristics of each of the alternatives.  The Feasibility Report was presented to NDDOT Management for input and comment with only one comment being offered and concurrence from all Office Holders on the recommended next steps for environmental analysis and design.  Civil Science successfully managed development of these studies on time and below budget limits.  The following comments from the NDDOT Project Liaison substantiate the positive approach to the project by the Project Manager, Kyle Comer, and his team which received a rating of Exceptional (1) for Project Management:

“Kyle and his team provided a schedule of submittals on the project that were always on time with the schedule.  They were responsible for the deadlines they set and kept to their word.  If information was needed they did not hesitate to ask or get a meeting set up.  Submittals were above average in quality and it was clear that they had been put through a QC/QA process before submissions to NDDOT.  All Study comments were responded to in a timely manner and comments were addressed in the report in a way the exercised their expertise.  Civil Science did an excellent job with the feasibility study potion of this project.  Being that NDDOT does not have standards in place for how feasibility studies should be written, they did a good job of gathering and studying all information that appeared to be pertinent to the project.  The final product was packaged up in a way that it was easy to review the document, to navigate and understand the benefits and drawbacks of each proposed alternative.”  Amy Beise, NDDOT Technical Support Contact
